Previously, Kyiv had tried to avoid an open conflict with the U.S. president.
The President of Ukraine has changed his approach to relations with the U.S. leader and has begun to publicly criticize his policy toward Russia. Officials in Kyiv fear that Washington’s concessions to Moscow and pressure on Ukraine will jeopardize the country’s security, according to The New York Times.
The escalation was triggered by Trump’s shocking statements that Russia is allegedly not showing much aggression in the war. The U.S. president ordered the purchase of Russian diesel fuel, eased sanctions against Russia, and demanded that Kyiv stop striking Russian oil refineries.
At the same time, Ukraine faced disruptions in access to satellite internet, a reduction in the exchange of military intelligence, and delays in the delivery of American interceptor missiles.
Trump’s statements came amid a sharp rise in the number of civilian casualties from Russian attacks in Ukraine. According to the UN, the number of civilians killed and wounded in September increased by 85% compared to the same period last year.
“Trump is openly pushing us toward surrender. That’s the situation,” said Mykhailo Samus, a Ukrainian expert on security and military affairs.
Previously, Kyiv had tried to avoid an open conflict with Trump, fearing it would lose U.S. military and intelligence support. Following a public spat between the two presidents in February 2025, Ukrainian authorities quickly returned to a diplomatic tone and proposed an immediate, unconditional ceasefire. Russia did not agree at the time.
Now, the Ukrainian leadership has decided to speak openly about the consequences of U.S. policy. Zelenskyy stated in an interview with ABC News that Trump, by supporting the Russian president, has ended up on the wrong side of history and is helping to prolong the war.
At the same time, Kyiv does not intend to completely sever ties with Washington. On Monday, Zelensky spoke by phone with U.S. Secretary of State Marco Rubio, and on Tuesday he met in Oslo with Trump’s special envoy Steve Whitcoff. Following the talks, the Ukrainian president thanked the American side for its intelligence work and assistance in warning the population about missile strikes.
