An unambiguous order has been received from the Kremlin.
Russian authorities have ordered energy companies in regions bordering Ukraine and in the occupied Ukrainian territories to increase their stockpiles of equipment and spare parts in case of drone attacks. This was announced at a roundtable in the Federation Council by Vitaly Popravka, deputy director of the Department of Operational Management in the Fuel and Energy Complex at the Ministry of Energy , according to "Vedomosti". According to him, companies have currently tripled their stockpiles of critical equipment, including transformers and circuit breakers, and have also purchased specialized equipment for emergency repairs.
At the same time, the regional headquarters of the Ministry of Energy, Rostekhnadzor, and the Russian Ministry of Emergency Situations conducted their annual federal emergency response drill. During the exercise, they worked through “all contingency plans and possible scenarios,” Popravka noted. According to him, a task force consisting of more than 23,000 crews, 154,000 people, and 60 pieces of equipment was established to handle rapid response to potential emergencies in the power grid. Systemically important grid companies have been tasked with coordinating all emergency restoration activities in the regions, a representative of the Ministry of Energy clarified.
The federal budget in 2027 may allocate up to 20 billion rubles for the rapid restoration of damaged energy infrastructure, noted Svetlana Razvorotneva , deputy chair of the State Duma Committee on Construction and Housing and Utilities . At the same time, she said, some facilities—in particular, boiler rooms—are still not sufficiently protected. If they are damaged, mobile units and power plants will have to be used, Razvorotneva added.
Prior to this, Ukrainian President Volodymyr Zelenskyy proposed that Russia cease mutual strikes on energy facilities. However, the Kremlin rejected this proposal. “We need peace, not a ceasefire,” said Russian Presidential Press Secretary Dmitry Peskov. Meanwhile, on October 26, an independent UN commission of inquiry stated that Russia is committing war crimes against humanity by deliberately targeting Ukraine’s energy infrastructure. The commission noted that Moscow’s actions are directly aimed at depriving the country’s population of “essential energy resources and causing suffering.”
