Ukraine Could Receive An Additional 45 Billion Euros From The EU

The European Commission has launched a special procedure.

The European Commission has launched a procedure under which EU countries must approve the final 45 billion euros in loans for Ukraine. The funds are scheduled to be disbursed by the end of 2027, with the majority going to the defense industry.

This was reported by Reuters.

The European Union had previously approved a 90 billion euro loan program for Ukraine through the end of 2027. Half of the amount is to be disbursed in 2026. On October 30, the European Commission proposed a mechanism under which EU countries would approve the second half—45 billion euros, or about 50.4 billion dollars.

At the same time, the European Commission gave a positive assessment of the financing strategy presented by Ukraine.

13.3 billion euros to support the state budget;

31.7 billion euros for the development of Ukraine’s defense industry.

“With this proposal, we are providing Ukraine with much-needed predictability and helping to sustain the operation of essential public services,” said European Commission President Ursula von der Leyen.

EU leaders agreed on a 90 billion euro loan at the end of 2025. The funds were raised through joint EU borrowing after efforts to use frozen Russian assets failed.

Ukraine was unable to expedite the disbursements. In early October, according to the FT, Brussels refused to release funds scheduled for 2027 ahead of schedule and demanded that Kyiv first implement the promised reforms.

The fate of Russian assets remains a subject of controversy. According to the FT, the U.S. proposed that Europe unfreeze part of these funds and transfer them to Washington’s control, but the Europeans refused.
