NATO is developing a strategy for a swift victory over Russian forces in the event of a possible invasion of the alliance’s eastern flank countries. This was reported by Bloomberg citing a publicly available version of a document titled “Theory of Victory.” It emphasizes NATO’s exclusively defensive nature and states that, in the event of an attack, the alliance will “block the invasion” by deploying ground forces and other assets as part of the Eastern Flank Deterrence Initiative.

The concept is based on low-cost drones, systems requiring minimal crew involvement, and target guidance using artificial intelligence. According to the draft, by ensuring freedom of maneuver in this way, NATO will attempt to disrupt the command and control system of Russian forces in order to quickly and decisively defeat the advancing forces. According to the agency’s sources, the document is intended to show allies how to combine traditional weapons with new capabilities that have emerged since Russia’s invasion of Ukraine, as well as to stimulate growth in defense investment and improve the quality of training.

The strategy also states that NATO must avoid unintended provocations, and that collective counteraction to hybrid threats—that is, aggressive actions that do not reach the threshold of open conflict—is identified as an integral part of deterrence. By demonstrating its readiness to respond, the alliance aims to convince the adversary that victory is impossible.

The Supreme Allied Commander Europe, General Aleksus Grinkevičius, will present the plan in Poland on October 12. His spokesperson, Colonel Martin O’Donnell, did not disclose any details but emphasized NATO’s “exclusively defensive nature.”
