Kiev's protest has been heard.

Israel has refused to unload the ship PANORMITIS with grain illegally exported by Russia from the occupied territories of Ukraine after Kiev protested. Ukrainian Foreign Minister Andriy Sibiga called it a "positive step" indicating the effectiveness of legal and diplomatic measures. "It is also a clear signal to all other vessels, captains, operators, insurers and governments: do not buy stolen Ukrainian grain. Do not become accomplices in this crime," the minister emphasized.

Ukrainian Prosecutor General Ruslan Kravchenko added that the PANORMITIS left Israeli territorial waters and withdrew to neutral waters after Kiev took a set of procedural measures. According to him, Israel began to fulfill the request on the basis of materials transferred by Ukraine within the framework of international legal cooperation. At the same time, Kravchenko noted that the vessel's departure to neutral waters does not stop criminal proceedings and does not exempt the persons involved from responsibility. Ukraine will continue legal response in any jurisdiction that recognizes the rule of law and respects the sovereignty of Ukraine, the Prosecutor General stressed.

On the eve of April 28, Ukrainian Foreign Minister Andriy Sibiga said that Israel had already accepted two ships with grain taken by Russia from the captured territories. Kiev summoned the Israeli ambassador to deliver a note of protest. In response, Israeli Foreign Minister Gideon Saar said that Ukraine had not provided sufficient evidence and called for diplomacy to be conducted not through the media and social networks, promising to look into the issue.

Ukrainian President Vladimir Zelensky reminded that "the acquisition of stolen goods in all normal countries" entails legal liability, and emphasized that Israeli authorities cannot help but know which ships and with what cargo enter their ports. Zelensky pointed out that Ukraine is preparing sanctions against transporters of stolen grain and those who try to make money from the criminal scheme. The EU said that it was studying the possibility of restrictions against Israeli officials and organizations involved in such trade.
