Ukrainian Intelligence: Russia Has Hidden Laboratories On An Island Where Viruses Are Secretly Tested

The military facility was protected by air defense units.
Russia has built a secret military complex of biological laboratories on Lisy Island in the Tver Region, where it is conducting experiments with dangerous viruses for the benefit of its own armed forces.
This was reported by the Main Intelligence Directorate of the Ukrainian Ministry of Defense.
Officially, the facility is called the “Center for Experimental Physiology” and is subordinate to the Federal Medical and Biological Agency.
Despite this, the complex was built on the direct orders of Russian dictator Vladimir Putin under the guise of veterinary and physiological research to “ensure the Russian Federation’s defense capability.”
The facility is located in the middle of the Vishnevolochsk Reservoir. Since 2023, the waters around the island have been completely closed to civilians under the guise of a specially protected area.
The restricted-access complex is under strict security:
- It is protected from the air by anti-aircraft missile units;
- Russian Defense Minister Andrei Belousov is directly responsible for security;
- military personnel involved in security, in private conversations, fear infection by unknown pathogens.
The reservoir where the laboratories are located supplies fresh water to a number of settlements (including the city of Vyshny Volochek) and is the source of the Tvertsa River, which flows into the Volga.
In the event of a leak of hazardous chemicals or pathogens into the reservoir, the consequences could be catastrophic for the entire territory of Russia due to the risk of large-scale epidemics.
Ukrainian intelligence does not rule out that the outbreak of foot-and-mouth disease among cattle in Russia in the spring of 2026 was the result of such ill-fated experiments with viruses and bacteria.
