Betting On The “web”: Khmara Outlines Ukraine’s Strategy For Victory

The current generation of Ukrainians has been given a chance to change the historical course of the conflict with Russia.
Ukraine will not be able to defeat Russia by copying the Soviet model of warfare; therefore, it must develop its own approach to combat. Defense Minister Yevhen Khmara believes that the “web” concept should serve as one example of such an approach. This is reported by the American publication The National Interest in an article about Ukraine’s new Defense Minister, Yevhen Khmara.
The publication notes that Khmara previously headed the Special Operations Center of the Security Service of Ukraine and later served as head of the security service itself. Under his leadership, Ukraine stepped up long-range attacks on strategic targets in Russia, particularly oil refineries.
Now, the new defense minister faces a much broader challenge. He will be responsible for overseeing the system that ensures the Ukrainian armed forces are supplied with weapons, personnel, and resources, as well as for coordinating with the new Commander-in-Chief of the Armed Forces of Ukraine, Major General Mykhailo Drapaty.
Khmara considers creating conditions for the rapid development and implementation of new solutions on the front lines to be one of the key priorities. According to him, the state must not only respond to technological changes but also assist those capable of adapting them to the needs of the troops.
“We cannot directly create technology. The state’s task is to create conditions under which people implement and refine technologies on the battlefield, which changes every few months,” said Khmara.
The minister also addressed the issue of troop recruitment. He believes that the solution depends not only on appeals to the public but also on the extent to which people trust the system and understand the prospects of military service.
“People volunteer when they believe they can influence the course of events and that they will survive. Improve the conditions of service—and the desire to serve will arise on its own,” Khmara noted.
At the same time, he identifies the need to move away from a symmetrical confrontation with Russia as the main military challenge. In his view, Ukraine should not try to copy the enemy’s military model but should seek its own asymmetric solutions.
“A small Soviet-style army cannot defeat a large Soviet-style army. Ukraine must develop its own method of conducting combat. This method is known as ‘The Web,’” Khmara emphasized.
The author of the article in *The National Interest* believes that the new minister’s systematic vision of war could be his greatest asset. This involves not only conducting individual operations but also integrating technology, resources, personnel decisions, and international support into a unified strategy.
Khmara is convinced that the current generation of Ukrainians has been given a chance to change the historical course of the centuries-long confrontation with Russia.
“Ukraine has always known tragedy; its history is a long list of such events. What distinguishes this generation from all previous ones is that it has a real chance to defeat the enemy,” Khmara said.
The minister also assigns an important role to cooperation with the United States in his vision of the future struggle. According to the publication, he views this relationship as a partnership in which both sides must contribute.
