Photos of 73-year-old dictator Vladimir Putin—looking pale and haggard—have once again raised questions about his health. This is not the first time the Kremlin leadership has had to consider what will happen after the Russian leader’s death, writes the publication Daily Star.

In an article for the foreign policy journal Foreign Affairs, Dr. Julian G. Waller, a research fellow at the Center for Naval Analyses, warns: Russia is plagued by uncertainty because the regime lacks a clear plan for the future.

According to the expert, Putin has built a system that fundamentally refuses to prepare for the inevitable—as a result, the country is completely unprepared for what will happen when he is gone.
