The Telegraph: Luka, The Mastermind Behind The Torture And Murders, Is In Hiding In Moscow

The location of Dictator Assad's closest associate was determined using a phone book.

A former high-ranking Syrian intelligence official accused of organizing torture and mass killings has been found living in Moscow. This was reported by The Telegraph.

It is noted that Hussam Luka, who headed Syria’s General Security Directorate, fled the country after Assad’s fall in December 2024. It has emerged that, like the former president, he has found refuge in Russia.

Known as “The Spider” for his extensive network of informants, Luka was one of the most dangerous men in Syria and controlled the country’s most brutal detention centers.

Interestingly, his whereabouts in the suburbs of Moscow were traced using a phone book found in his Damascus residence. A notebook was found containing 155 handwritten contacts, one of which led to the Russian phone number of the fugitive intelligence chief.

In Syria, Luka is believed to have been involved in a number of brutal crimes committed during the civil war. It is reported that he personally selected targets for an airstrike in the Al-Waer district of Homs in 2015: 28 people were killed, including 17 children.

As head of the General Security Directorate, he oversaw prisons and the detention of opposition fighters, political prisoners, journalists, and human rights activists—anyone considered a threat to the Assad regime.

The Syrian General Prosecutor’s Office accuses former members of Assad’s security forces of premeditated murder and torture. However, Russia is unlikely to extradite them.
