Damascus And Moscow Have Decided On The Future Of Russian Bases In Syria

A memorandum has been published.

Syria and Russia have signed a memorandum of understanding regarding the reorganization of Russia’s presence on the Syrian coast. The Russian bases in Tartus and Hmeimim will be converted into joint training centers.

This was reported by the Syrian state news agency SANA, citing information from the Syrian Ministry of Foreign Affairs.

According to the memorandum, Syria will assume control of facilities intended for civilian use, including the Hmeimim Airport and the fourth commercial berth at the port of Tartus. The Russian military bases in Tartus and Hmeimim will be converted into joint training and qualification centers, and the transition period is expected to be completed within three months.

The Syrian Foreign Ministry called the agreement the most significant development in the year and a half that the negotiations have been ongoing.

In late October 2025, Bloomberg reported that Russia had resumed flights to the Hmeimim airbase in Syria after a six-month hiatus. Also in October 2025, Russian dictator Putin met in Moscow with Ahmed al-Sharaa, who became Syria’s transitional president following the overthrow of the regime of Bashar al-Assad in December 2024. Putin offered al-Sharaa friendship, even though less than 10 years ago the Russian Foreign Ministry had threatened to destroy him.
