The World Bank Will Provide Ukraine With A Major Aid Package

We're talking about $841 million backed by a Canadian guarantee.

This was announced by Ukrainian Prime Minister Serhiy Koretskyi on Telegram. “Ukraine will soon receive $841 million in budget support from the World Bank, guaranteed by the Canadian government. The funds are being provided as part of the PEACE in Ukraine project. They will be used to cover the state budget’s expenditures on pension payments,” Koretsky wrote.

He emphasized that, given the budget deficit and the imbalance in public finances, such support is extremely important and timely. Koretsky thanked the Canadian government and the World Bank for their assistance.

On December 19, 2025, European Commission President Ursula von der Leyen explained that funding for Ukraine over the next two years will come from EU borrowing on capital markets: Kyiv will repay the 90 billion euro debt only after Russia pays reparations; until then, its assets in Europe will remain frozen.

In September 2026, Members of the European Parliament called on the Council of the EU and the European Commission to urgently resume discussions on using more than 200 billion euros in frozen Russian assets to aid Ukraine. They emphasized that a €90 billion concessionary loan for 2026–2027 alone would not be enough.

On September 14, 2026, it was reported that Canada was negotiating to join the European Union’s €90 billion loan for Ukraine, as the country’s prime minister Mark Carney seeks to strengthen transatlantic ties to reduce dependence on the United States.
