The White House Has Confirmed That Trump Will Sign A Bill Imposing "severe" Sanctions Against Russia

This will give the U.S. leverage over the Kremlin.

A White House official confirmed that U.S. President Donald Trump plans to sign a bill imposing sanctions against Russia. The bill, passed by the House of Representatives by a vote of 262 to 159, grants Trump the authority to impose tariffs on the largest buyers of Russian oil and gas.

What the law provides for

The bill gives Trump the authority to impose tariffs of up to 100% on countries that purchase Russian oil and gas. It also extends sanctions against Iran through 2031.

According to Senator Jean Shaghin, the highest-ranking Democrat on the Senate Foreign Relations Committee, among the five largest importers of Russian fossil fuels, China alone accounts for 51% of Moscow’s revenue from such exports.

The White House’s Position

A White House spokesperson confirmed that Trump plans to sign the bill.

Why Now?

Congressman Michael McCaul, who sponsored the bill, emphasized: passing the bill ahead of the winter months is important because it puts pressure on Putin and his allies before Russia can begin targeting civilian infrastructure—such as access to electricity and water.

“This will hit them where it really hurts and provide the leverage needed to bring Putin to the negotiating table. It also puts pressure on China to force Putin to the table, because they, too, will suffer from these tariffs,” McColl said.

Democratic Skepticism

At the same time, the ranking Democrat on the House Foreign Affairs Committee, Gregory Mix, expressed doubt that the bill would achieve its goal.

“It gives President Trump broad new tariff powers and allows him to lift the very sanctions it purports to impose—sanctions he could have imposed today but has not done so in the past 19 months,” Mix said.

Reaction from supporters of the bill

Key supporters of the bill celebrated after its passage. “People of Ukraine, you are not alone,” said Senator Richard Blumenthal, who led the bill’s passage in the Senate. Addressing Putin, he added: “Your economy is faltering. We will strangle your war machine.”

As a reminder, on Thursday, September 17, the U.S. House of Representatives had already finally passed the sanctions bill against Russia — a bill authored by the late Senator Lindsey Graham—is now being sent to the president for his signature.
