Speaker of the US House of Representatives, Republican Mike Johnson and the chairmen of key House committees are working to create a new draft aid package for Ukraine.

An alternative project, they believe, can pass Congress without alienating conservatives who oppose further funding for Ukraine.

The plans are in the preliminary stages and are far from fully implemented, three sources told NBC News, but Republicans who support Ukraine want to be ready to pass the legislation as soon as Congress approves budget laws.

The vote on critical aid for Ukraine will be pushed back to April, given the planned two-week Congressional recess at the end of March, two of the sources said.

Among the Republican proposals put forward is the allocation of part of non-military aid in the form of loans. It is noted that economic assistance to the Ukrainian government and support for its long-term efforts to rebuild the country will also depend on the loan under this plan. Russian assets confiscated by the US government can also be used as collateral for loans.

What preceded this

It recently became known that head of the Foreign Policy Committee of the US House of Representatives Michael McCaul began developing an alternative bill containing help for Ukraine. He wants to submit it for consideration after March 22.

According to CNN, the new bill would provide $66 billion in military aid to Ukraine, Israel and Taiwan without the humanitarian aid that was part of the Senate package and a priority of many Democrats.

In turn, Democrats of the US House of Representatives refused to support the alternative bill with assistance to Ukraine, which was proposed by the Republicans.

It should be noted that the bill that the Senate recently passed provided for more than $60 billion alone to finance assistance to Ukraine.
