But it's not a question of territories.
During the talks between the delegations of Ukraine, the United States and Russia in Abu Dhabi, the delegations met in an extended format, after which they decided to split into two subgroups: one political and the other military.
A source familiar with the details of the talks told RBC-Ukraine that no significant progress was made on the political section.
What is known about the position of the sides
Ukraine insists that the territorial issue can be discussed based at least on the current line of contact, while the Russians continue to claim the need for Ukraine to withdraw its troops from the unoccupied part of Donetsk Region.
What progress has been made
"However, the sides managed to make progress at the military subgroup. They discussed whether there is a need for a separation of forces, how the cessation of hostilities and ceasefire will be monitored, the establishment of a center for control and coordination of ceasefire issues and which countries can be represented there," the source said.
According to him, the military subgroup agreed to prepare a definition of terms - what will be interpreted as the cessation of hostilities, ceasefire regime, what to consider their violation and the like - a week before the next meeting. At the next meeting, negotiators are to exchange these definitions.
Monitoring the implementation of the agreement
In addition, according to the newspaper, the Russian delegation first said they did not want NATO, the OSCE or the European countries that supported Ukraine during the war to be involved in the monitoring and control center.
"To which Driscoll asked them: "you know that much of the resources to Ukraine come from the U.S., and if we get involved in monitoring, so what?" The Russians hesitate and reply: "yes, our presidents have developed trusting relations between them, so we don't mind, let's do it." Then a similar question was asked by Grinkevich on the monitoring center. In general, the Russians want only them, us and the United States to participate in the monitoring," the source added.
The report specifies that the parties agreed - in the same subgroups - to continue negotiations tentatively in a week.
