Ukrainian intelligence has identified the most likely locations.
Russia is preparing new provocations to destabilize Europe. The goal is to reduce or eliminate external support for Ukraine by discrediting the Ukrainian Armed Forces, as well as to intimidate European governments and societies.
This was reported by the Telegram channel of the Main Intelligence Directorate of the Ukrainian Ministry of Defense.
According to estimates by Ukrainian military intelligence, this may involve carrying out provocative sabotage operations in Central and Eastern Europe, particularly in the Baltic states.
Moscow’s plans include various scenarios—in particular, conducting “false-flag operations” followed by accusations against Ukraine through Russian propaganda channels and international platforms accessible to the Kremlin.
According to the Main Intelligence Directorate (GRU), potential sites for Russian provocations include critical infrastructure facilities bordering Russia, the Kaliningrad enclave, regions in EU countries with Russian-speaking populations and facilities controlled by the Kremlin—in particular, the network of Russian Orthodox Church sites and historical sites associated with the Russian Federation.
