Moscow's key demands have been excluded from the negotiations.

U.S. Presidential Special Representative Steve Whitcoff handed Russian dictator Vladimir Putin a document containing various proposals from the American side on ending the war in Ukraine.

This was stated by Ukrainian President Volodymyr Zelenskyy, according to “RBC-Ukraine” citing an interview with “TSN.Week” Alla Mazur.

“The document contains various proposals from the American side. We believe that the main points are that we cannot discuss the neutrality of our state or restrictions on the Ukrainian army,” Zelenskyy emphasized.

At the same time, the head of state did not disclose whether Ukraine’s “red lines” are specified in the document. The president explained that he cannot reveal all the details due to agreements with the U.S.

Against this backdrop, Zelenskyy reiterated that security guarantees for Ukraine cannot be determined by the Russian side.

“Consequently, restrictions on our army and Ukraine’s neutrality are not up for discussion. The issue of territories is a ‘red line’ that can be discussed exclusively at the leadership level. This has always been a constant for us. But the Americans often raise the issue of territories: what we’re willing to trade for certain matters of principle,” Zelenskyy noted.

The head of state reiterated that Ukraine has no intention of trading anything, but is open to discussion.

“If we’re talking about discussing the territorial issue, that’s a matter for the leaders. Other issues are handled at the level of technical working groups. What does that mean? Security guarantees. If we’re talking about NATO—and, of course, this issue appears in the relevant documents and new proposals—then the question of NATO arises. We’re discussing security guarantees, and someone has to take on [those obligations],“ Zelenskyy emphasized.

According to him, Ukraine is counting specifically on the U.S. and Europe in this matter.

He also explained that the Whitcoff document is not a plan that was submitted to Putin for approval.

“Because it’s not Russia that makes the decision. All parties decide. There are proposals for discussion, including from the U.S. They are discussing these proposals with us,” Zelenskyy concluded.
