The bar has been lowered.

The Kremlin has consistently rejected proposals from Kyiv and Washington for a full or partial cease-fire, and statements by Russian officials ahead of the trilateral talks do not indicate any change in this course. This is the conclusion reached by analysts at the Institute for the Study of War (ISW) in their report.

A meeting between delegations from Ukraine, the U.S., and Russia is scheduled for November 10, 2026, in Abu Dhabi. Kyiv hopes to bring up the topic of a ceasefire on the front lines for discussion, but analysts believe Moscow is not ready for this.

American researchers base their assessment on recent public signals from Putin’s inner circle.

“Recent statements by Peskov and Ushakov indicate that the Kremlin’s position ahead of the upcoming trilateral talks remains unchanged: rejection of ceasefire proposals,” the ISW emphasized.

What agreements is Kyiv proposing?

On October 25, President Volodymyr Zelenskyy confirmed that Ukraine is ready for a ceasefire. This involves not only a complete ceasefire along the entire front line but also separate, more limited agreements.

Among these options are a moratorium on strikes against energy facilities or a restriction on military operations in the Black Sea. The Ukrainian delegation plans to raise these issues specifically in a trilateral format involving U.S. representatives.

Peskov and Ushakov Lower Expectations

Kremlin press secretary Dmitry Peskov set the tone first. On October 20, he stated that the continuation of trilateral contacts in no way restricts military operations, and that the Russian army will continue to conduct combat operations against Ukraine.

Putin’s aide Yuri Ushakov was even more skeptical on October 25. In his view, the talks “won’t accomplish much” and will likely serve as a “trial run,” the Kremlin official suggested.
