Azerbaijan Has Established An Agency To Protect Against Cyberattacks From Russia

Azerbaijani President Ilham Aliyev has signed a decree establishing the National Cybersecurity Agency. The new centralized agency is intended to strengthen the country’s defenses against digital threats, particularly cyberattacks originating from Russia and Iran. This was reported by the Foreign Intelligence Service of Ukraine on Sunday, June 14.
The National Cybersecurity Agency (NCA) was established on the basis of the Electronic Security Service and reports to the Ministry of Digital Development and Transport.
The agency’s responsibilities include monitoring cyber threats, protecting data centers and critical information infrastructure, supporting the implementation of artificial intelligence technologies, and developing a regulatory framework in the field of cybersecurity.
One of the factors behind the creation of the new agency was a large-scale cyberattack on Azerbaijani media in February 2025. Rauf Namazov, head of the parliamentary commission on countering foreign interference, linked the attack to the Russian group APT29, also known as Cozy Bear and Midnight Blizzard.
At the same time, Baku is deepening its cooperation with the U.S. in the fields of technology and digital infrastructure. In particular, in early June, the two sides held the first Azerbaijani-American economic dialogue, which resulted in the signing of commercial agreements worth more than $8 billion.
