The governor added that emergency services are working at the scene.

On the night of June 18, the Ukrainian Defense Forces carried out airstrikes on oil infrastructure facilities not only in the Rostov region but also in other regions of Russia. The most effective strike by the Ukrainian Armed Forces on the night of June 18 was the attack on the Moscow Oil Refinery. Explosions were reported on its grounds, and fires broke out.
