Reuters: Russia Participated In China's Secret Military Exercises

Beijing trained Russian military personnel in protection against radiological, chemical, and biological threats.

Last year, Russia took part in secret Chinese military exercises. The covert military training was personally approved by Russian Defense Minister Andrei Belousov and involved at least four Russian and Chinese generals.

The participation of high-ranking officials in training related to the war in Ukraine underscores the profound importance of this cooperation for Moscow and Beijing, which has already caused serious concern in Europe. This was reported by Reuters citing statements from two European officials and classified documents.

Secret Decree and Visit to the PRC

Reuters obtained a secret Russian document that directly mentions an internal decree by Russian Defense Minister Andrei Belousov, issued in August 2025. According to this directive, a delegation from the Russian Armed Forces traveled to China to undergo training at facilities of the People’s Liberation Army.

In total, according to European intelligence agencies, China trained approximately 200 Russian military personnel last November, some of whom were subsequently deployed to the combat zone in Ukraine.

Protection Against Nuclear and Chemical Threats

One of the key reports describes in detail a three-week course held in November at a military facility in Beijing. The program focused on methods of radiological, chemical, and biological protection.

The documents contain images of Russian soldiers listening to lectures by a Chinese instructor. The servicemen studied a model of a nuclear reactor and were trained in chemical reconnaissance, radiation reconnaissance, and methods for protecting ventilation systems from contamination.

“The inclusion of the fundamentals of radiological, biological, and chemical warfare in the program underscores the strategic nature of these exchanges. This topic is particularly sensitive for the armed forces as a whole,” noted one European official.

Reactions from Moscow, Beijing, and the European Union

The Russian and Chinese defense ministries did not respond to requests for comment. The Kremlin has also previously declined to comment on such reports, expressing dissatisfaction with “false information” published in the West.

China’s Ministry of Foreign Affairs categorically rejected the accusations, stating that Beijing’s position on the Ukrainian crisis remains unchanged and that China “maintains neutrality and acts as a mediator in the peace process.”

At the same time, Europe took the information provided very seriously. The head of the European Union’s foreign affairs department Kaja Kallas stated that Brussels had confirmed the fact that these exercises took place through its own channels and is now assessing the possible consequences. In Beijing, her statement was called “nothing more than slander.”
