Kazakhstan Intends To Bring Cryptocurrency Out Of The Black Market

Tax incentives are available for owners of crypto assets.

Kazakhstani authorities intend to bring cryptocurrency out of the shadow economy by establishing a mechanism for the voluntary disclosure of digital assets. This was announced by Kazakhstan’s Minister of Digital Development, Innovation, and the Aerospace Industry Zhaslan Madiev.

According to the minister, citizens who have previously acquired or mined digital assets will be able to voluntarily declare them, provided they transfer the funds to the regulated infrastructure of Kazakhstani providers. The legal framework for voluntary disclosure is planned to be established by the end of 2026.

Madiev also noted that tax incentives are planned for crypto-asset owners. A three-year exemption from individual income tax will be in effect from January 1, 2026, through December 31, 2028. According to him, this measure is viewed as an investment in the development of the legal market, rather than a loss of budget revenue.

According to the minister, tax revenues from the crypto industry in Kazakhstan rose from 9 billion tenge ($19.1 million) in 2023 to more than 15 billion tenge ($31.9 million) in 2025. He noted that a significant portion of citizens’ transactions still takes place through foreign platforms outside Kazakhstan’s jurisdiction, and the new policy aims to regulate the market and bring capital back into the national economy.
