The Atlantic: Zelenskyy Proposed A Special Plan To Trump For Strikes Deep Inside Russia

Ukrainian President Volodymyr Zelenskyy is asking the U.S. for permission to use Starlink satellite communication systems to control drones aimed at destroying ballistic missile launchers on Russian territory. To this end, the Ukrainian president has reached out to President Donald Trump to obtain approval from Elon Musk. This was reported by The Atlantic citing sources.
During closed-door talks at the White House on Tuesday, July 28, Zelenskyy outlined a plan that would allow Ukraine to survive another winter in the war with Russia. For this plan to work, Trump would have to ask his ally Elon Musk for a major favor. However, according to two informed sources, Trump made no commitments on the matter, leaving the plan’s future in doubt.
The new proposal, which had not been previously reported, calls for a shift in the U.S. strategy to avoid sending Patriot interceptor missiles to Ukraine, as U.S. stockpiles of these missiles have been significantly depleted due to the war in Iran. Instead, it is proposed that Ukraine expand its use of another American technology—the Starlink satellite communications network, which is controlled by Musk.
In particular, according to sources, Zelenskyy asked Trump to obtain permission from Musk to use Starlink to launch drone strikes deep into Russia.
At present, Musk has authorized the Ukrainians to use Starlink only within Ukraine, including in Crimea and other Ukrainian territories occupied by Russia. In Russia, however, he has restricted its use.
During his meeting with Trump, Zelensky explained the need to strike small and mobile targets, especially those launchers firing ballistic missiles at Ukrainian cities.
Zelenskyy Wanted to Meet with Musk
It is noted that during his visit to the U.S., Zelenskyy wanted to meet with Musk to discuss a plan to strike Russian launchers, but the billionaire rejected the request.
For his part, Trump told Zelensky that he would consider the request but did not indicate whether it would be granted. The U.S. president informed Zelensky that he would speak with Musk about the matter.
One official stated that Trump’s final decision on Zelenskyy’s proposal would likely depend to a large extent on whether it could hasten an end to the war. If the U.S. president believes that the use of Starlink will enable Ukraine to force Kremlin leader Vladimir Putin to the negotiating table, then Trump may support the idea. However, if Trump believes that it will only exacerbate the situation, he will most likely not support it.
Two informed sources added that during his meeting with Trump, Zelenskyy also emphasized that Ukraine must counter the missile threat from Russia before winter sets in, as Russia may once again attempt to launch missile strikes to disable Ukraine’s power grid and heating systems.
Without the ability to strike launch sites on Russian territory, “we don’t have a clear plan for this winter,” one of the officials said.
