Zelenskyy: An Assassination Attempt Was Made On The Commander Of "Charter"

The assailant and his accomplice have been detained.
Ukrainian President Volodymyr Zelenskyy reported that on Friday, July 31, an assassination attempt was made on the commander of the “Charter” Corps Igor Obolensky. The attacker and his accomplice have been detained.
“I spoke with ‘Charter’ commander Igor Obolensky. An assassination attempt was made on Igor today. The attacker and his accomplice have been detained. The necessary legal proceedings are underway,” the president stated on social media.
Acting Head of the SBU Oleksandr Poklad briefed Zelenskyy on the assassination attempt.
“We will certainly respond to this attempt to strike at Ukraine and a Ukrainian commander. I thanked Igor for his service and wished him even greater success in striking back at the occupiers,” the head of state wrote.
Obolensky is a career military officer who has participated in combat operations in Donbas since 2014. In 2015, he helped establish the “Rubezh” rapid-response brigade, where he led the first battalion. He subsequently worked in the agricultural sector—first at the MHP holding company and then at Agrotrade. In the early days of the full-scale invasion, Obolensky served in the Special Operations Forces, and later accepted an offer from agribusinessman Vsevolod Kozhemyako to join the “Charter” volunteer unit, formed in Kharkiv. In early 2023, “Charter” was reorganized into the 13th Brigade of the National Guard of Ukraine; Obolensky became its commander and modernized the unit’s command and control system in accordance with NATO standards. In 2025, the General Staff decided to form a corps based on the “Charter” Brigade.
