A New Initiative In The Real Estate Market Has Been Launched In Belarus

Changes affecting the real estate market—including rental housing—took effect in Belarus on July 1. These changes are outlined in a resolution issued by the Ministry of Construction and Architecture. Here’s a reminder of what has changed, as reported by “Zerkalo”.

Among other things, officials have stipulated that newly constructed rental housing must be equipped with built-in and modular furniture. In addition, household appliances are required: a refrigerator with a freezer compartment, a microwave, and a washing machine. Their cost must not exceed 30, 9, and 25 base units, respectively. As of July 4, these amounts are 1,350, 405, and 1,125 rubles, respectively. Furthermore, the furniture and appliances must be manufactured in Belarus.

The authorities have also updated the list of interior finishing materials for economical residential buildings of standard consumer quality being constructed in rural areas, cities, and urban-type settlements.

For example, linoleum and plank flooring have been completely excluded from the list of acceptable floor finishes. Starting July 1, in both cities and rural areas, only hardwood flooring or laminate may be installed in living rooms, while ceramic tile and laminate may be used in hallways, corridors, entryways, and storage rooms. And in kitchens, bathrooms, and stairwells, as well as on loggias and balconies, only ceramic tile may be used.

Furthermore, starting July 1, walls in bathrooms and toilet facilities must be fully tiled with glazed tiles (currently, partial tiling, improved plaster, and painting are permitted). In municipal housing, stretch ceilings may be installed in kitchens, bathrooms, restrooms, and utility rooms (currently, only high-quality paint is permitted).

The Ministry of Construction and Architecture previously clarified that these changes are being introduced to improve housing quality and to support domestic manufacturers of building materials, furniture, and home appliances.
