The Main Intelligence Directorate (GRU) Uncovered A Secret Russian Biological Laboratory On An Island In The Middle Of The Tver Region

Ukrainian intelligence has uncovered a secret Russian biolaboratory complex on Lysy Island in the Tver Region. A large-scale renovation of the facility began in 2022 on Putin’s orders, and the facility itself operates on behalf of the Russian Ministry of Defense.
A spokesperson for the Main Intelligence Directorate Andriy Chernyak told the Kyiv Post that the laboratory may handle highly dangerous pathogens.
What Is Russia Hiding in the Tver Region?
The complex on Lysy Island was built back in 1938; officially, it was intended for research into animal diseases. After the collapse of the Soviet Union, the facility fell into disrepair, but in 2022, Russia began a large-scale renovation: the old buildings were demolished and replaced with modern, high-security laboratories.
The facility’s official name is the “Center for Experimental Physiology,” but in reality, it operates on behalf of the Russian Ministry of Defense.
“In fact, ever since this facility began operating, there have been many ‘questions’ about it from foreign intelligence agencies. As far back as the 1950s and 1960s, the CIA identified it in its reports as a possible center for the development of biological weapons,” Chernyak stated.
He also drew attention to the complex’s location—on a separate island with restricted access. In 2023, Russia closed the waters around the island to visitors.
Officially, the Russians claim that the facility conducts research on diseases affecting domestic animals, specifically brucellosis and tuberculosis. At the same time, in May, Russia’s Federal Medical and Biological Agency was seeking a laboratory technician to work on the island, whose duties included handling pathogenic biological agents in Groups I–IV.
The most dangerous Group I in the Russian classification includes pathogens that cause particularly dangerous infections. These include plague, Ebola, smallpox, and anthrax.
“So why would they be looking for such a specialist for a laboratory that supposedly studies animal diseases?” Chernyak noted.
At the same time, the Ukrainian intelligence representative emphasized that the facility is protected at the highest level. The FSB, the FSO, a military garrison, anti-aircraft systems, and electronic warfare assets are all involved in its security.
Chernyak stated that a potential accident at such a facility could have far-reaching consequences for the region.
“This would be a federal-level disaster. If aggressive chemicals were to leak into the water, it would lead to the destruction of the entire local ecosystem. The contamination would then spread along the rivers. Hundreds of thousands of people could lose access to drinking water,” said the GUR representative.
At the same time, he suggested that the entry of pathogenic microorganisms into the water could have even more serious consequences. Chernyak also stated that, in the event of an accident, Moscow might not warn the population of the danger.
In addition, Russian soldiers guarding the island say in private conversations that they fear contracting an unknown infection. Experts do not rule out that the outbreak of foot-and-mouth disease among cattle in Russia in the spring of 2026 could have been the result of failed experiments.
