ISW Revealed The Meaning Of Medvedev's Words

The Kremlin is preparing for a protracted war.

The chairman of the "United Russia" party and deputy chairman of the Russian Federation Security Council Dmitry Medvedev has officially confirmed the party’s commitment to a protracted war against Ukraine, enshrining this pro-war stance as part of Russia’s state ideology. This is noted in a report by the Institute for the Study of War (ISW).

As the ISW notes, in an interview with the newspaper *Vedomosti*, Medvedev declared Russia’s “determination” to continue the war in Ukraine, to intensify the long-term militarization of society, and to demand that citizens make ever-greater economic sacrifices.

According to him, Russian society must maintain a state of “constant readiness for war” even after hostilities in Ukraine have ended. At the same time, Medvedev believes that in the postwar period, the country’s defense industry must refocus on building up weapons stockpiles to counter the “threat from NATO.”

Despite this, Medvedev ruled out the possibility of a mobilization—although, as the ISW emphasizes, there are increasing signs that the Kremlin is laying the groundwork for one following the September State Duma elections.

The report also notes that on August 22, Russian dictator Vladimir Putin described “United Russia” as a “party of war” designed to advance his ideological goals.

On August 8, Ukrainian President Volodymyr Zelenskyy stated that Putin is looking for a way to carry out a covert mobilization in Russia without officially announcing it. And on August 11, the president reported that Russia is preparing a wave of mobilization for the fall of 2026—immediately after a “mock parliamentary election.” Zelenskyy backed up his words with a reference to internal Russian documents obtained by Ukrainian intelligence.
