State and government-loyal Russian publications received instructions from the Putin administration to emphasize the “Ukrainian trace” in publications about the terrorist attack in the Crocus City Hall near Moscow.

Information about the “Ukrainian trace” in the case of the terrorist attack in Crocus was disseminated by the FSB on the morning of March 23. The agency said that after the crime was committed, the four suspects were planning to cross the Russian-Ukrainian border and “had relevant contacts on the Ukrainian side.” They were detained, as the FSB reported, on the night of March 23 in the Bryansk region on the way to the border.

As early as March 22, the Ukrainian Foreign Ministry categorically rejected accusations made by Russian officials after the terrorist attack that Kyiv was allegedly involved in the shooting and fire at Crocus City Hall. “We consider such accusations to be a planned provocation by the Kremlin,” the ministry said.
