Because of the electronic subpoenas.
Russian authorities have fully launched the register of electronic summonses and started massively closing travel abroad to everyone for whom military enlistment offices issue documents, writes Baza.
According to the channel, the ban comes into effect immediately after adding a summons to the digital register and sending a notification about it via "Gosuservices." The latter usually arrives around 6 a.m. From that moment, it is possible to remove the restriction on traveling abroad only with a personal visit to the military enlistment office. In this case, in case of failure to appear within 27 days, the citizen will be considered an evader. He will be deprived of the right to drive a car, the ability to formalize self-employment or IE, as well as to take a loan. Any transactions with his property will be frozen.
Before the start of the fall draft, which will last from October 1 to December 31, the head of the Main Organizational and Mobilization Department of the General Staff Evgeny Burdinsky said that electronic summonses will be sent out to Moscow, the Republic of Mari El, Ryazan and Sakhalin regions. However, persons liable for military duty are receiving them in 15 other regions, the conscript school said. This includes Tver, Pskov, Smolensk, Nizhny Novgorod, Chelyabinsk regions, Krasnodar, Perm, Krasnoyarsk, Khabarovsk territories, Mordovia and Buryatia.
The electronic summonses are sent not only to conscripts, but also for "clarification of data" and to call reservists for training camps. The ban on leaving the country applies only to draftees, but other restrictions can be applied in case of failure to show up for any summons, explained Timofei Vaskin, a lawyer at the "Conscript School." At the same time, he said, the reason for the summons stated in the summons may not correspond to the real reason. "There have been cases when summoned ostensibly to clarify the data, and immediately tried to draft. This is especially characteristic of Moscow, but is also found in the regions," the lawyer said.
The Defense Ministry earlier reported that 135,000 Russians between the ages of 18 and 30 should be enlisted in the army during the fall draft. Thus, the current draft will be the most massive since 2016, when 152 thousand people were planned to be sent to the service.
Create a single digital register of persons liable for military service and electronic summonses Russian President Vladimir Putin instructed after the announcement of mobilization in the fall of 2022, because of which, according to various estimates, Russia could leave from 700 thousand to 1 million people. In April 2023, the head of state equated electronic summonses with paper summonses and approved restrictions against citizens who evade conscription.
