The Kremlin gathers three times as many people and makes up for the failure with a hidden appeal.

Russia has problems with the recruitment of personnel, said the head of the Council of Reservists of the Army Reserve Troops of the AFU Ivan Tymochko.

"For the last two quarters, not even months, they recruit 30-35 thousand, whereas before they used to recruit so in a month. Now it's three months. That is, they are now gaining 10-12 thousand per month," Tymochko said on the air of "24 Kanal".

He added that the Russian Federation is trying to solve this problem in several ways. In particular, they have passed the first reading of a bill that allows mobilization for compulsory service within a year. According to Tymochko, the Russian Federation can use conscripts also in the war against Ukraine.

"In the occupied territories of Ukraine, where there is no direct fighting, they attract conscripts. On the territory of the Russian Federation in the frontline zones, they fully attract them. And besides, now it gives them the opportunity to summon people to their commissariats all year long. They can send electronic summonses to all citizens. And this is automatic - as soon as a person has not responded, he or she is automatically included in the register of evaders, rights are restricted and the second stage will come for the person - either to go to the army on a contract, or to go to prison and then still go to the army. That is, it is a hidden mobilization," explained Tymochko.

Military noted that the Russians have one problem, which does not allow them to increase the potential of drafting people - it is the mobilization infrastructure.

"Those training centers, military units, commissariats that could recruit a large number of people at once. The 300,000 so-called partial mobilization led to the collapse of its mobilization system. They took the mistakes into account, tried to correct them. I think that somewhere they have tried to increase the capacity and simplify the conscription process," Tymochko added.
