Kamchatka authorities have warned of a complete Internet outage due to "large-scale works" by Rostelecom that will be carried out from September 25 to 29, writes The Moscow Times.
The government noted that the provider intends to upgrade the onshore infrastructure of the Sakhalin-Kamchatka submarine fiber-optic communication line (FOCL) in the Ust-Bolsheretsky district. "The immediate works with service interruption will take 48 hours," the press service of the regional government said in a statement. However, the timing of the start and end of the work will depend on hydro and weather conditions in the sea area.
For the duration of the shutdown, all key facilities - banks, stores, services and institutions - will switch to satellite communications, and retail chains, including the largest "Shamsa", have prepared in advance for the absence of the Internet, the regional government said. "I can absolutely say that residents will not be left without necessary food, even if they suddenly forget to withdraw cash," assured Kamchatka government chairwoman Yulia Morozova.
Kamchatka will become the first region in Russia to go completely without internet for a while. Russian authorities began regularly shutting down mobile internet in May, when Moscow held a victory parade. Communications are jammed during Ukrainian drone raids. According to calculations of the project "On Communication", in May there were 69 Internet shutdowns, in June their number increased 10 times - to 662, in July another 3.5 times - to 2099, and in August set a new record - 2129. In September, the shutdowns continue: from the 1st to the 15th, mobile Internet was restricted daily in 60-70 Russian regions.
With this background, the Ministry of Digitization has compiled a "white list" of sites that will be available to Russians during the shutdown of mobile Internet. According to Kommersant, the list will include 57 resources and services, including applications of major banks, marketplaces and Russian social networks. The services of Rostelecom, Megafon, Vimpelcom, MTS and T2, 2GIS, Gismeteo, Russian Post, Russian Railways, Tutu.ru, HH.ru, retailers DNS, X5 Retail Group, Magnit, Apteka. ru and Lemana PRO will also work.
In addition, the list includes the video service Rutube, cinemas Kinopoisk and Ivi, as well as entertainment resources Pikabu and Zen. Pro-governmental media will also be available: RIA Novosti, Lenta.ru, Komsomolskaya Pravda and RBC. Also will continue to open "Gosusgosluzhby", sites of the government, the Kremlin and the Federal Tax Service, resources of remote electronic voting and "Gosweb". The Ministry of Finance noted that the list "will be replenished taking into account the actual demand among the population."
