Western partners once again failed to warn Ukraine about an impending missile strike on Kyiv, Ukrainian President Volodymyr Zelenskyy said. According to him, late in the evening on October 13, the Russian military attacked the capital with ballistic missiles, which were detected “virtually as they were approaching.” One of the missiles struck a high-rise residential building, and another hit Thermal Power Plant No. 4, which is a critical facility for Kyiv’s energy supply. “The facts show that the Russians do not consider it necessary to comply with what the U.S. president said. Ukraine supported a ceasefire regarding energy infrastructure. Russia is now targeting yet another power plant and the lives of our people,” noted Zelenskyy.

As a result of a strike on a nine-story residential building in Kyiv’s Desnianskyi district, two people were killed and another 21, including one child, were injured, according to Ukraine’s State Emergency Service (SES). The fire engulfed eight floors of the building; 16 residents were rescued. Additionally, one person was killed and another was injured in a strike on a non-residential building in the Holosiivskyi district of the city. Ballistic missile strikes continued throughout the night and into the morning. According to Kyiv Mayor Vitali Klitschko, several energy facilities were targeted. “Power outages are occurring in the capital,” Klitschko wrote on his Telegram channel. According to the energy company DTEK, the blackout affected the Darnytskyi, Dniprovskyi, Pecherskyi, and Solomianskyi districts, as well as part of the Holosiivskyi district.

The day before, Zelenskyy reported that on the evening of October 12, Kyiv had not received any warning from its allies about a Russian missile strike. Yuriy Ignat, spokesperson for the Ukrainian Air Force, noted that not only the U.S. but also other NATO countries share intelligence with Ukraine. “There are times when this information doesn’t get through. This isn’t the first time. If there were certain technical issues this time, I think the experts will figure it out,” Ignat said.

According to Politico, the U.S. told Ukraine that it did not provide intelligence data due to poor weather conditions. Meanwhile, sources at the Financial Times previously reported that the U.S. had threatened to halt the exchange of intelligence with Ukraine if Kyiv did not agree to stop strikes on Russian oil refineries. U.S. President Donald Trump, in response to Zelenskyy’s statements, assured that the U.S. military continues to provide intelligence to the Ukrainian army.
