They plan to develop it by December 1.
Ukrainian authorities intend to develop a new model for mobilization obligations by December 1, under which companies will be able to exempt their employees from mobilization in exchange for a commitment to send some of their staff to the Armed Forces of Ukraine. This was announced by Ukrainian Prime Minister Serhiy Koretskyi at the Kyiv International Economic Forum, according to “Interfax-Ukraine”.
“We need to jointly devise a new social model under which all [employees] would be exempt from mobilization, but companies would commit to ensuring a predictable supply of personnel for the army. This is an idealistic model. If we could find such a solution, there would be no need to recruit people off the streets,” said Koretsky.
According to him, under the new system, more than 90–95% of workers at enterprises in critically important sectors—the fuel and energy sector and the defense industry—will be re-reserved. The prime minister noted that the government intends to distinguish between an enterprise’s critical importance and the economic criteria for reserving personnel.
As Koretsky emphasized, the rule change is intended to reduce the number of unfair reservations while preventing an economic downturn. At the same time, it should give the Ukrainian military a clear understanding of the prospects for rotation, he noted.
Last week, Koretsky said that the authorities want to preserve the option of reserving positions for enterprises that ensure the country’s defense capability and vital functions, as well as to strengthen accountability for desertion and evasion of mobilization.
Martial law and general mobilization were introduced in Ukraine on February 24, 2022. Since then, these measures have been extended repeatedly. On October 26, the Verkhovna Rada of Ukraine approved, for the 21st time, an extension of martial law and general mobilization for another 90 days—until January 29, 2027.
Men between the ages of 25 and 60 who are deemed fit for military service are subject to mobilization in Ukraine. Men under the age of 25 are considered conscripts and are not subject to mobilization. From age 18 through 22, they may travel abroad under an age-based exemption, but they lose this right at age 23.
