The meeting in Abu Dhabi depends on the Americans.

Ukrainian President Volodymyr Zelenskyy stated that, following the European leaders’ conversation with Vladimir Putin, it appears that Russia is seriously committed to the meeting of the negotiating teams in Abu Dhabi. He told reporters this, according to “Ukrinform”.

According to Zelenskyy, prior to his meeting with the Russian leader he discussed this issue with the President of Finland Alexander Stubb and the Prime Minister of Norway Jonas Gahr Støre. A briefing on the trilateral meeting of the negotiating teams scheduled for November took place in Oslo. On the morning of October 27, the partners spoke with Putin, presented their agreed-upon position, and listened to his perspective.

“We conveyed that there seems to be a sense that the Russians are serious about the meeting in Abu Dhabi,” Zelenskyy said. Among the topics he mentioned were initial steps toward de-escalation, Ukraine’s security priorities, and, overall, ending the war. In addition, Kyiv is counting on steps toward de-escalation in the energy sector and at sea, the exchange of prisoners and their return home, as well as discussions on the format of a trilateral meeting at the leadership level. The president emphasized that Ukraine has discussed this agenda with its American partners.

Separately, Zelenskyy noted that security guarantees remain an important issue. “We have made this request to the Americans and Europeans. And Russia is raising the same issue—that they, too, need security guarantees,” he said.

At the same time, according to the president, whether the meeting of technical teams from Ukraine, Russia, and the U.S.—scheduled for early November—takes place depends not on Moscow or Kyiv, but on the American side. He compared the situation to the meeting in Brussels: the Russians and Ukrainians have confirmed their participation, while the U.S., according to Zelenskyy, is currently focused on the Middle East.

He added that developments in the region will be influenced by various changes, including possible political shifts in some countries. Zelenskyy also acknowledged the possibility of an escalation in the Middle East: “Many people are talking about this. I think it will happen.”
