The EU must be involved in the process of providing security guarantees for Ukraine and in its postwar reconstruction.
Ukrainian President Volodymyr Zelenskyy stated that Europe must be involved in discussions on security guarantees for Ukraine and its post-war reconstruction, particularly given that European partners are funding arms deliveries to Ukraine and supporting its budget.
The head of state made this statement during a conversation with journalists, according to a correspondent Ukrinform.
Ukraine hopes to continue negotiations following a trilateral meeting with representatives of the U.S. and Russia, specifically with European participation. After all, according to Zelenskyy, issues of security guarantees cannot be discussed without the European Union—nor can Ukraine’s postwar reconstruction.
“This, too, cannot be discussed without Europe, and we planned to talk about it in Brussels. Because right now, Europe is funding arms deliveries to Ukraine and our budget. And in the same way, we are counting on the EU, on its leaders, and on their businesses, which will come to Ukraine and help rebuild the country. We cannot envision such a—so to speak—“Marshall Plan” without Europe,” said the President of Ukraine.
As for the options for security guarantees, there are three formats under consideration. They will involve the participation of the U.S., as well as the EU and NATO.
“The first format is bilateral U.S. security guarantees for Ukraine. This involves an ‘Article 5-like’ system of guarantees. The second format is a ‘coalition of the willing’ with support from the United States. This format cannot be discussed without Europe. The third option is NATO. And this, too, cannot be discussed without Europe—specifically, the part of Europe that is part of the Alliance. That’s the first point,” Zelenskyy said.
