He allegedly designed the Putin District in Grozny.

The head of Chechnya Ramzan Kadyrov was awarded the title of “Honorary Architect of the Russian Federation.” The award was presented to him by Russian Deputy Prime Minister Marat Khusnullin at the opening ceremony for the second phase of the Vladimir Putin District in Grozny. “This beautiful neighborhood was conceived and designed by Ramzan Akhmatovich under his personal supervision. And I would like to personally congratulate you once again and consider you personally to be the chief architect of all these projects,” said Khusnullin, presenting the award to the head of Chechnya.

The deputy prime minister also noted that the Putin District was planned and built in a short period of time. “In terms of value for money, I can say this is one of the best examples for our country,” Khusnullin emphasized. The second phase of the district includes 38 apartment buildings with a total living area of about 500,000 square meters, as well as a 1.8-kilometer-long pedestrian boulevard named after Chechnya’s first president Akhmat-Haji Kadyrov.

Earlier, in early October, the head of Chechnya was awarded the military rank of General of the Army of the Russian Federation by decree of Putin. The director of the Russian Guard Viktor Zolotov also presented Kadyrov with a maroon beret. General of the Army is the second-highest military rank in the Russian army after that of Marshal. The maroon beret, in turn, is considered the highest distinction among the Rosgvardia’s special forces. Servicemembers must pass qualification tests—including assessments of physical fitness, marksmanship, and tactical training—to earn the right to wear it.

The office of the head of Chechnya stated that awarding Kadyrov the rank of General of the Army and presenting him with the maroon beret is “recognition of his outstanding service to the Fatherland, his many years of valiant work, and his selfless service to the Motherland.”

In April 2022, Kadyrov was promoted to lieutenant general, and in July 2020, to major general. Previously, he was also awarded the title of Hero of Russia, the Order “For Merit to the Fatherland” (3rd class), the Order of Courage, the Order of Honor, and other awards. According to calculations by “Versta,” since the start of the war against Ukraine, Kadyrov and his family members have received approximately 150 different awards.
