The Zelensky's decree was published on the Ukrainian president's website on the evening of May 8. The document reads, "Taking into account the numerous requests with a humanitarian purpose outlined in the negotiations with the American side on May 8, 2026, I decree: To authorize to hold a parade in Moscow (Russian Federation) on May 9, 2026." In addition, according to the decree, from 10 a.m. Kiev time on May 9 and until the parade is over, the Red Square square square is withdrawn from Ukrainian army strikes.
Earlier, Vladimir Putin offered US President Donald Trump to conclude a ceasefire for May 9, and the Russian Defense Ministry announced a unilateral ceasefire for May 8-9. Kiev proposed its own silence regime - starting on May 6 - but Russia continued shelling. Zelensky said afterward that Putin was only concerned about the parade and promised to give a response within the near future. He also warned foreign delegations against visiting Moscow on May 9.
On the evening of May 8, Trump said that Russia and Ukraine had agreed on a three-day ceasefire - May 9, 10 and 11 - and a prisoner exchange (1,000 people on each side). His words were later confirmed by Zelensky and Putin's aide Yuri Ushakov.
