Ukraine will launch preemptive strikes against targets that Russia is using to wage war. This was stated by President Volodymyr Zelenskyy in his evening address, as Kyiv intensifies attacks on energy infrastructure in an effort to force Moscow to the negotiating table, reports Reuters.

“I have instructed our intelligence agencies and armed forces to take preemptive measures against facilities that Russia is using to expand its military operations,” the head of state said.

Reuters noted that on Wednesday, Ukrainian drones cut off power to the largest city in Russian-occupied Crimea and struck targets in central and southern Russia, while the fuel crisis worsened as a result of Kyiv’s strikes on oil refineries and energy facilities.

According to industry sources, a Moscow oil refinery will be out of operation for six months following severe damage caused by Ukrainian UAVs, complicating Russia’s efforts to overcome the fuel shortage in the world’s largest country.

“In May, production of petroleum products and coke in Russia fell by 13.5% compared to the same period last year, accelerating the rate of decline compared to previous periods, according to rare official data released on Wednesday. Russia, the world’s third-largest oil producer, has stopped publishing most of its data on oil production and exports since the start of its full-scale invasion of Ukraine in 2022,” the article noted.
