Montenegro Will Introduce Visas For Russians

Effective October 1.

The Montenegrin government may decide to impose a visa requirement on Russian citizens starting October 1, according to the publication Dan reported, citing a source. According to the source, the introduction of visas will be the first step toward harmonizing Montenegro’s visa policy with European Union regulations. Currently, Russian citizens can stay in Montenegro for up to 30 days without a visa under a bilateral agreement on mutual travel.

In October 2025, Montenegrin President Jakov Milatović stated that the country intends to bring its visa rules for Russians into line with EU requirements “very soon.” At the same time, he acknowledged that Podgorica had delayed the introduction of visas for as long as possible due to the tourism industry’s dependence on Russian tourists and their investments. According to data from the country’s statistical office for 2025, Russian tourists accounted for 16.4% of all overnight stays among foreign visitors. About 230,000 Russians visit the country annually.

Visa processing is planned to be handled through the international operator VFS Global. The company has already announced the opening of visa centers in eight Russian cities: Moscow, Arkhangelsk, Murmansk, Petrozavodsk, Pskov, Novorossiysk, Voronezh, and Yekaterinburg.

Montenegro applied for EU membership in 2008, was granted candidate country status in 2010, and began accession negotiations in 2012. The authorities expect to join the EU in 2028. According to Politico, citing European Commission estimates, Montenegro’s integration will cost the EU budget approximately 3 billion euros between 2028 and 2034.
