Russia is asking for fuel—the largest oil companies have approached Indian oil refineries with a request for additional gasoline supplies. According to Reuters estimates, about 40% of Russia’s refining capacity will be unable to resume operations for at least two months.

And that’s only if the Ukrainians don’t launch further strikes. Meanwhile, the Ukrainian Armed Forces continue to attack Russian refineries. Among those requesting gasoline are Rosneft, Gazprom Neft, and Lukoil. At least one shipment of fuel has already been sent to Russia, but sources at India’s three largest oil refining companies claim they have no spare capacity for exports. If new shipments do take place, they will most likely be routed through traders who are willing to do business with Moscow.

Moreover, one of the agency’s sources reported that further shipments from India to Russia could be carried out by transshipping fuel from one vessel to another on the high seas. And in the event of new Ukrainian strikes on Russian refineries, Russia will also have to look for suppliers of diesel fuel, although there are currently sufficient reserves.

Yet Putin was generously offered a ceasefire without any additional conditions and serious negotiations amid calm both on the front lines and at home. But he continues to be obstinate and to kill, burning through every opportunity in his criminal war.
