Axios: CIA Director Made A Secret Proposal In Moscow

This was the first time Ratcliffe had personally participated in diplomatic efforts.

CIA Director John Ratcliffe, during his secret trip to Moscow, proposed holding a trilateral meeting between U.S. President Donald Trump, Ukrainian President Volodymyr Zelenskyy, and Russian dictator Vladimir Putin. The goal is to try to end the war.

The publication notes that this was the first time Ratcliffe had personally participated in diplomatic efforts to achieve a breakthrough in relations between Ukraine and Russia.

According to sources, the CIA director’s visit was partly aimed at determining whether Russian intelligence chiefs could help persuade Putin to resume negotiations mediated by the U.S.

As is well known, Ratcliffe met in Moscow with the head of the SVR’s foreign intelligence service Sergey Naryshkin and FSB Director Alexander Bortnikov.

Sources say that Ratcliffe concluded that Bortnikov is a constructive player who is capable of helping to resume diplomatic efforts.

It is also important to mention a report in The New York Times, which stated that Ratcliffe gave Bortnikov a “bleak assessment” of the war situation, urging Russia to strike a deal before the situation worsens.

At the same time, Ukrainian officials are skeptical of Putin’s intentions and claim to have information indicating that the Russian dictator is planning a large-scale escalation of the war.
