Negotiations between the U.S. and Ukraine regarding a license to manufacture missiles for the Patriot system are ongoing, but launching domestic production will take time.

This was reported by Charter97.org, citing a statement by U.S. Secretary of State Marco Rubio on The Brian Kilmeade Show.

During the interview, Rubio was asked whether the United States was prepared to grant Ukraine a license allowing it to independently produce missiles for the Patriot system.

“This issue is currently under discussion,” the Secretary of State replied.

Thus, no final decision on the license has been made yet, but negotiations between the parties are ongoing.

At the same time, Rubio emphasized that even a positive decision by the U.S. would not allow Ukraine to obtain its own missiles quickly.

According to him, the production of such sophisticated weapons requires significant preparation. Even after obtaining the license, it will be necessary to establish the appropriate manufacturing infrastructure and build factories.

“Scaling up production—even if you have a license—is a process that takes several years to build these factories,” he explained.

Rubio also emphasized the complexity of the Patriot missiles. Therefore, negotiations on licensed production may yield results in the long term, but they will not be a quick solution to Ukraine’s current need for interceptors.
