Black list of restricted to travel abroad Belarusians

The Ministry of Internal Affairs of Belarus is creating a data base of citizens, temporally banned to leave the republic, Interfax was said in the Department of Citizenship and Migration at the Ministry of Internal Affairs of Belarus.
“The MIF is creating a data base that will include the information about the persons that are temporally banned to leave Belarus”, - it was said in the department.
“These are the people who haven’t serve their term of punishment, are being on remand, know state secrets, have fail to perform their obligation to the country or have financial obligations”, was explained in the department.
It was said there that an interdepartmental working group on formation the unified approaches of creating a data base was organised. As it was explained in the department, these measures were taken because of the forthcoming cancellation of the permitting mark to travel abroad in passports.
As it was said earlier, the MIF of Belarus has prepared a project of President’s decree about the cancelling of permission stamp for travelling abroad for Belarusian citizens from 1 January 2008.
“At the moment the document is being examined in bodies of state administration. The MIF is going to send a project of the decree to the Council of ministers of Belarus for consideration 12 November”, said Anatol Lanin, deputy head of the Department of Citizenship and Migration.
The Constitutional Court of Belarus decided to cancel the permission mark for exit abroad in passports in 2005. It was confirmed that such a mark didn’t correspond the constitutional norms.
