Suspected in opposition leaders kidnapping transferred to higher position

In late October, Colonel Dzmitry Paulichenka was appointed commander of corps for protection of public order of the interior troops of the Ministry of Internal Affaires on combat practice.
As ”Narodnaya Volya” reports, an order on appointing Paulichenka for a new position was signed by interior minister Uladzimir Navumau.
A new position is considered to be higher than a post of commander of brigade.
The Ministry of Internal Affairs reports that colonel Paulichenka said good bye to the personnel and the banner of the brigade under his command.
As “Narodnaya Volya” managed to learn, new duties of Dzmitry Paulichenka include organising training of militia units and educational work with personnel. He comes under charge of Colonel Vasily Alyakseenka, corps commander.
Paulichenka will work in Prylukskaya Stret of Minsk.

At the end of 1999, Paulichenka was appointed commander of the 3rd Separate Red Banner Brigade of Internal Troops of the Ministry of Internal Affaires (military unit 3214, Uruchcha, Minsk).
In October 2008, Paulichenka was dismissed from office of brigade commander and transferred under charge of commander of interior troops.
A top secret report of former chief of Criminal Militia of the Ministry of Internal Affairs General Mikalai Lapatsik reads “...Sheiman V. (former Secretary of the Security Council of Belarus – note of the Charter’97) instructed Paulyuchenka (original spelling – M. K.) to destroy physically former minister of internal affaires Zakharanka Y. Information about location of Zakharanka was provided for Paulyuchenka by special squad of Vasilchanka N., who had been given instruction by Sheiman V. Seizure and destroying of Zakharanka was carried out by Paulyuchenka, commander of troop of the Special Rapid Response Detachment and commander of the first troop of special forces and four his soldiers. On May 8, 1999, Paulyuchenka handed over his gun to Alkaeu. On September 16, 1999, the same plan was used by Paulyuchenka to catch and destroy Hanchar V. and Krasouski A. bodies of Zakharanka V., Hanchar V., and Krasouski A. are buried in a special part of the Severnoe Cemetery.
A decree on preventive detention of Paulichenka signed by former KGB head Uladzimir MAtskevich has recently leaked to press. The document reads: “The materials of operative investigation contain reliable data that Dzmitry Paulichenka is an organiser and a head of a criminal group, kidnapping and destroying people. In particular, the criminal group, headed by Paulichenka D., is involved in murdering of Samoilau G., leader of unregistered Belarusian regional organisation of the Russian National Unity (RNU) on August 5, 2000, and murdering of other persons.”
However, Paulichenka was released from the KGB detention facility on a personal request of A. Lukashenka. Having been released from the detention facility, Paulichenka said on television, he was “ready to execute any order of the president”.
Dzmitry Paulichenka is suspected in participating in forcefully disappearances and murders of former minister of internal affaires Yury Zakharanka, politician Viktar Hanchar, businessman Anatol Krasouski, and journalist Zmitser Zavadski.
He is banned entry to the United States and the EU countries.
