Even "apolitical" teachers have problems in Belarus.

Recently I called my sister in Minsk and asked how she and her family members were doing, writes Anatol, a Charter97.org reader from Kopyl. The sister first boasted that her granddaughter Katsiaryna, a young teacher, had travelled to Egypt on holiday.

The girl had a good time there, but on her return an unpleasant surprise was waiting for her. Some intrigues started in the school in Chyzhouka, where she works, the administration offered the young teacher another class. Katsiaryna was not happy with this, and she resigned without thinking for a long time.

I thought at first that it was a common thing and there would be no problems with getting a job in another school in the capital. Yes, indeed, there were vacancies in another secondary school where the girl applied. However, Katsiaryna rejoiced in vain, because in addition to the application and labour record book, the administration of the educational institution demanded another, the most important document.

The teacher was asked to bring a certificate from the police that she had not been prosecuted for participation in protests against election fraud and had not taken part in unauthorised mass events. The Ministry of Internal Affairs now issues such papers for a small fee - 20 rubles! They can also be given for free if the school authorities apply, but only after a month.

Katsiaryna and her family are shocked by such news and innovations. They are apolitical people, they have never been to any protests, they watch BT every day.

I tried to calm my sister down. I joked that soon they would not be able to sell food in the shop without a certificate from the Ministry of Taxes and Levies that all taxes had been paid. But she was so upset that she didn't understand my humour.
