The U.S. presidential administration and SpaceX executives are blaming each other.

The American publication Axios confirms a report by the British newspaper The Telegraph that SpaceX CEO Elon Musk proposed slowing down Starlink operations for Ukraine, while U.S. President Donald Trump did not object to this.

This was reported in a Saturday article by Axios.

According to the outlet, Ukrainian officials have heard conflicting accounts of what happened with Starlink’s service, with the Trump administration and SpaceX executives blaming each other.

“SpaceX claims it’s a technical issue. But our contacts at the company say it’s coming from the White House. When we ask the White House, they say it’s Elon,” one Ukrainian official told the publication.

President Trump stated on Friday that the White House had not been involved in restricting Ukraine’s use of the system.

Meanwhile, The Telegraph reported on Friday that Musk had suggested to Trump that he limit the bandwidth of the Starlink and Starshield satellite networks used by the Ukrainian military.

A source familiar with the discussion told Axios that Trump did not object to Musk’s idea.

A White House spokesperson denied The Telegraph’s report. “That is an absolute lie. As President Trump said, we have not slowed down Starlink in the slightest, and the service is currently operational,” the White House spokesperson noted.

According to Ukrainian President Volodymyr Zelenskyy, Starlink’s speed remains limited to 161 kilometers per hour. This prevents Ukrainian systems from intercepting “Shahed” drones and also hinders the delivery of water and supplies to troops on the front lines.
