He is accused of smuggling.
Security forces detained Sergey Lukin—the former CEO of Russia’s largest ammunition manufacturer, which includes the Tula (TPZ) and Ulyanovsk (UPZ) plants. According to Mash, the detention took place several weeks ago, while Lukin was still heading the company, and on October 14, the top executive was arrested by the 235th Garrison Military Court in connection with a criminal case involving fraud. Effective the 29th, Alexei Rybakov—who previously served as the ammunition group’s security director—was appointed CEO, reports The Moscow Times.
According to a TASS source within law enforcement, Lukin is accused of smuggling (Article 226.1 of the Russian Criminal Code) and faces up to 12 years in prison. No details of the charges have been provided. TPZ JSC is the managing company of the Ulyanovsk Petroleum Refinery, and TPZ’s CEO effectively runs the Ulyanovsk plant, notes *Kommersant*. Lukin took the helm of the Tula-based company in March 2023, and three months later he was appointed head of UPZ as well. TPZ positions itself as the leading supplier of civilian ammunition in the Russian Federation. The combined enterprise is among the world’s largest manufacturers of small-arms ammunition, which is produced under the TulAmmo brand.
The Ulyanovsk plant is one of Russia’s oldest defense enterprises, having been established during the Russian Empire in April 1916. The complex specializes in the production of cartridges for rifled firearms. The Tula plant manufactures a wide range of ammunition for target practice, self-defense, hunting, and sports. Its products are supplied to more than 50 countries.
