Ismail Baghai, a spokesperson for the Iranian Ministry of Foreign Affairs , stated that the key provisions of a potential agreement to end the war with the U.S. have been practically agreed upon. According to his remarks, as reported by Press TV, work on the text of the document is nearing completion, despite “repeated acts of aggression” and “Washington’s contradictory positions.” At the same time, Baghai emphasized that no final decision has been made and that Iran will not compromise on its “red lines.”
The day before, U.S. President Donald Trump stated that the U.S. and Iran are on the verge of concluding a deal and called off planned missile strikes against the republic. He clarified that a peace agreement “could be signed” as early as this weekend in Europe—the Americans will be represented by Vice President J.D. Vance. Immediately afterward, the Strait of Hormuz “will be officially opened.” When asked whether Iranian leader Mohtada Khamenei had approved the deal, Trump said, “As far as I understand, yes.”
According to Axios sources, the memorandum did indeed receive a “green light” from high-level officials in Tehran, but likely not from Khamenei. Under the terms of the document, the parties will extend the ceasefire for another 60 days, including with regard to Lebanon, and will conduct negotiations on Iran’s nuclear program during this period.
A diplomatic source for The Guardian also confirmed that the memorandum mentions mechanisms for further discussion of Iran’s nuclear program and frozen assets, but no specific agreements on these issues have been reached yet.
The U.S. wants to ensure that Iran cannot acquire nuclear weapons. According to a senior U.S. official, one possible solution to this problem could be the “dilution” of highly enriched uranium directly on Iranian territory under the supervision of UN inspectors. The source noted that Trump has approved this idea.
The memorandum also calls for the immediate reopening of the Strait of Hormuz without tolls and a return to pre-war shipping volumes within 30 days, Axios reports. In turn, the U.S. must lift the blockade and ease sanctions against Iran, including restrictions on oil exports, within 60 days. There is no exact date for these measures—they will be tied to the implementation of the deal, a diplomat from one of the mediating countries clarified.
