This opinion was expressed by the chairman of the Reserve Council of the Ukrainian Armed Forces’ Ground Forces Ivan Timochko in an interview with “Ukrainian Radio,” writes unian.net.

And the main ‘effectiveness’ of their air defense is that they hit a fuel tanker in the center of Moscow. In reality, he can’t comment on this within the framework of his communication with Russians. It’s clear they simply haven’t assigned blame,” Tymochko noted.

The analyst also notes that within the Russian Federation itself, there is a certain “conflict between regions.”

“They don’t get along with one another within their own regions. It’s everyone against everyone else, and at the same time, everyone understands that they’re all in the same boat. But within the Kremlin, there is an internal understanding that the war is no longer a matter of victory for Putin, but a direct threat to Putin’s regime and the Russian political elite. (...) “This refers to an internal debate or to the fact that certain elites are gauging the mood of Russian society: whether it is morally prepared to accept life without Putin,” added Timochko.

It should be noted that the Ukrainian drone strikes on an oil refinery in Moscow are part of a systematic campaign of “long-range sanctions” that is undermining Russia’s ability to export oil and finance the war.
