A statement has been released.
The leaders of Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and the United Kingdom have agreed to establish an integrated anti-ballistic defense coalition together with Ukraine.
A statement to that effect was published on the Élysée Palace website.
“We, the leaders of Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, Ukraine, and the United Kingdom, recognizing the growing threat posed by ballistic missiles and the ever-increasing importance of defense capabilities for the security of the European continent, today announce the creation of a purely defensive coalition against ballistic missiles,” the statement reads.
The leaders believe that protecting Europe requires a comprehensive solution in the form of an integrated missile defense architecture to deter and neutralize future missile threats, developed through collective efforts, technological openness, and robust industrial cooperation.
The statement notes that this defense system will complement existing missile defense systems, including sovereign European solutions that have already been acquired or will be acquired in the future by participating countries.
“By pooling our defense industrial base, research, and operational experience, we aim to establish a joint anti-ballistic defense capability for Europe and to support relevant activities that contribute to this goal. These actions are not directed against any nation, but are undertaken to protect our own people,” the leaders emphasized.
The countries also emphasized that they recognize Ukraine’s unique experience gained during the war with Russia.
With this declaration, Ukraine, Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and the United Kingdom intend to define joint operational requirements, establish joint technical working groups and clear governance mechanisms, and develop a roadmap for the coalition to achieve initial operational capabilities — in compliance with relevant constitutional provisions and international obligations.
The statement notes that the countries aim to support joint research activities within the framework of the flagship project, in particular by seeking appropriate funding opportunities and facilitating more effective data and information exchange.
President Volodymyr Zelenskyy noted that powerful and sufficient capabilities to counter ballistic missiles are necessary to end Russia’s war against Ukraine.
He emphasized that these capabilities are no less important than deep or medium-range strikes against the Russian economy or active operations on the front lines.
“The more capabilities Ukraine has to intercept Russian ballistic missiles, the higher the likelihood that Putin will come to the negotiating table, since his last argument in this war will cease to work. Our work on the joint FREYJA system is not intended to replace existing systems. It is a way to supplement our defense, create a reliable shield over all of Europe, and do all of this faster and more cost-effectively,” said the President of Ukraine.
