Putin's Paranoia Is Intensifying

The Federal Security Service's personnel has been expanded for the fourth time since the war began.

Russian dictator Vladimir Putin has, for the fourth time since the start of the full-scale invasion, signed a decree expanding the central apparatus of the Federal Protective Service (FSO)—a secretive security agency responsible for the safety of top state officials, reports The Moscow Times.

According to the document, the maximum authorized strength of the FSO’s central headquarters is increasing from 785 to 812 personnel. The previous increase in security personnel was approved on January 1, 2025 (to 785 people). Previously, the staff was expanded on January 1, 2024 (to 775) and at the end of 2022 (from 725 to 760).

It is noted that prior to the war, the FSO’s central headquarters had not expanded for nearly 13 years. Its structure includes a unit providing personal security for Putin, which accompanies him on trips and guards his residences and facilities. The FSO also handles secure communications and monitors public opinion. Since the start of the war, the service’s role has grown significantly, and it has become an independent center of influence thanks to its constant access to Putin and information about top officials.

The publication emphasizes that in recent months, the service has drastically tightened security measures around Putin. Fears have grown in the Kremlin that the dictator could become the target of an assassination attempt—particularly one involving drones—or during an attempted coup.
